With reference to your letter 4850/12 of the 29th, of

February 1912 in regard to the effect of the Hongkong

Ordinance No. 5 of 1891 in controlling gambling in Company

shares, I am directed by Secretary Sir E. Grey to transmit

to you herewith copy of correspondence which has recently

passed between this Department, the China Association and

the Board of Trade in regard to the proposal to enact

similar legislation in China.

I am to suggest for the consideration of Mr. Secretary

Harcourt that the Governor of Hongkong might be invited

furnish his observations as to whether the difficulties in-

dicated in the board of Trade letter of the 23rd. ultimo

have arisen in Hongkong in practice.
